Despite an oft-cited commitment to replace animal experiments in the European Union (EU), and widespread public unease about the scale and persistence of animal testing, there is no proactive strategy to phase out animal testing in place and, in practice, no one body that feels a responsibility to make this happen.
Each decade passes with only slow, incremental change at a rate that could see animal experiments persist in Europe for the best part of another century.
